A birth certificate is required when applying to most, if not all, government services in the Philippines. Applying for a copy of your birth certificate can be done through the Philippine Statistics Authority (PSA, formerly NSO) and their centers.

Serbilis website, individuals can request a birth certificate. Not only that, but the service also processes requests for marriage certificates, death certificates, and CENCOMAR (Certificate of No Marriage Record). Here are the steps in ordering your NSO certificate online.

On the PSA Serbilis 24 homepage, users can click on the “Click here to request now” button which will take you to the Terms and Conditions page. Click on “I accept,” and you’ll be taken to the next page.
The PSA will first ask for your contact and delivery information. You’ll be required to fill up the following details:
There is also an optional Tax Identification Number (TIN) field at the end of the page. After filling up the required information, there will be a pop-up asking you to confirm if the details are correct. Click “Confirm” if there are no discrepancies.
On the next page, you’ll see the kinds of certificates you can request. Since we’re focusing on acquiring a birth certificate, click on the Birth Certificate button.

The PSA Serbilis also placed a reminder about the Child and Youth Welfare Code (Presidential Decree No. 603), stating that birth records cannot be released without any proper authorization. If the requester is not the owner of the birth certificate, parent, spouse, direct descendant, or legal guardian (if minor), please be sure to have an authorization and ID of the document owner of the certificate together with the requester’s ID.
After filling up the form and confirming details, you will be taken back to the Requests Summary page. It will detail the request, as well as the total amount to be paid, depending on the number of copies or the documents you request. Each birth certificate request costs PHP 330 or USD 20.30 if you’re requesting from overseas. Once you’re sure about your information, go ahead and click on the “Submit” button for the PSA to process your request.
After submitting the request, you will then be taken to the Acknowledgement page. On the page, you’ll see a Batch Request Number and a Request Reference Number for each request made. If you are paying for all the requests in the batch, take note of the Batch Request Number. If you’re only paying for one request, take note of the Request Reference Number.

If you’re paying over the counter, you need to print two copies of the Acknowledgement page; one copy will be for yours to keep while the other copy will be for the bank. Once paid, PSA will then deliver your documents via courier. The delivery schedule is from 8 AM to 5 PM, Mondays to Fridays, except during Holidays.
